When you see a Reborn Aggregate being used it is that story made real. A depleted resource previously considered waste that has now been given a new purpose and a new place in the built world. When a contractor, developer or local authority chooses Reborn Aggregates over an untouched resource, they're deliberately choosing a different way to build. One where we use what we already have at hand and leave tomorrow's resources for generations to come. But it does not mean settling for less or compromising.  

The road bears the same weight, the sub-base performs just as reliably, the construction platform holds firm beneath the surface. What changes is the story underneath: construction that doesn't extract but brings back materials already used. In this way, every project becomes an act of renewal. Why Reborn Aggregates?

Every year, the UK quarries around 164 million tonnes of primary aggregate, virgin rock, sand and gravel taken from quarries and dredged from the seabed, to build roads and infrastructure. Today, only 31%1 of the UK's aggregate supply comes from recycled or secondary sources. Globally, demand for aggregate is projected to nearly double by 2060 if current extraction patterns continue2
 
Reborn Aggregates exist to shift that balance. Every tonne of IBA Aggregate (IBAA) we produce replaces around 1.33 tonnes of primary aggregate. In practice, that is 1.6 million tonnes of primary aggregate not extracted last year. Our 10 stationary UK sites produced 1,154,096 tonnes of IBAA in 2025, avoiding the extraction of 1.63 million tonnes of primary aggregates, based on relative material density (2.4 t/m³ primary vs 1.7 t/m³ IBAA).  
 
In addition, Reborn Aggregates from IBA is an extremely cost-effective material compared to primary aggregates and is regularly tested to ensure our products meet the requirements outlined in the Specification for Highway Works (SHW) and relevant European standards (EN 13242, 13285, 13043 and 12620). We have supplied Reborn Aggregates from IBA to more than a thousand road construction and infrastructure projects across the UK.

  • 1. What is Reborn Aggregates and how is it produced?

    Through advanced separation technologies, we extract metals and refine mineral fractions to produce reliant, high-quality construction materials trusted by local authorities and industry partners across the UK. The mineral fractions recovered during IBA processing are transformed into IBA Aggregates (IBAA), certified and quality-tested materials used across the UK in various applications. Reborn Aggregates from IBA consist largely of inert, non-combustible material left after the waste combustion process. 

  • 2. Where can Reborn Aggregates be used?

    Our secondary aggregates can be used in a wide range of applications. They serve as a foundation layer for footpaths and roads, provide bedding for pipes and sewage systems, support construction platforms and industrial floors, and can even be used in hydraulically bound mixtures like CBGM and SBM. 

  • 3. Is IBAA hazardous?

    Once processed, IBAA is classed as non-hazardous, provided it comes from waste code 19 01 12. It undergoes an ageing period to stabilise the material, followed by testing for pH, leachability and heavy metal content. Use is restricted to approved applications and locations. 

  • 4. Do Reborn Aggregates meet any specification or standard?

    Reborn Aggregates are regularly and routinely tested to ensure that they meet the necessary requirements outlined in the Highways Agency Specification for Highway Works and relevant European standards, such as BS EN 13242 (unbound and hydraulically bound materials), BS EN 13285 (unbound mixtures), BS EN 13043 (aggregates for bituminous mixtures and surface treatments for roads, airfields and other trafficked areas) and BS EN 12620 (aggregates for concrete). 

  • 5. Is Blue Phoenix in the UK accredited through any BSI management systems?

    Yes. Blue Phoenix is accredited through BSI for the following management systems: BS EN ISO 9001 (Quality Management System), BS EN ISO 14001 (Environmental Management System) and BS ISO 45001 (Occupational Health and Safety Management System).
