Blue Phoenix supplied 43,500 tonnes of Reborn Aggregates to use in road subbase for the A1331 Elmstead Market Bypass, helping support a more sustainable subbase solution in Essex. The solution reduced the scheme’s carbon footprint by at least 42%, saving 158,228 kg of Co2 while maintaining full technical compliance.

The vision
The A1331 Elmstead Market Bypass was the collaboration between National Highways, Octavius Infrastructure and Blue Phoenix to deliver low-carbon subbase using secondary aggregates. The A1331 Link Road will connect the A120 and A133. It will support delivery of up to 7,750 new homes as part of the Tendring Colchester Borders Garden Community. Alongside the planned Rapid Transit System, the link road will ensure that infrastructure needed to support future growth in the area is being delivered first. To support National Highways net-zero ambition in Colchester, our customer wanted to embed low-carbon materials into the roads while maintaining the high-quality performance.
The opportunity
Our customer needed high-quality transport infrastructure to help manage additional traffic and make sure new development is well connected into the city. To suport their net-zero planned growth, they wanted to bring circular construction into the ground to reduce waste and save primary materials. Delivered in two phases, in line with the new development, Phase One of the new A1331 has seen the creation of a new roundabout on the A133, and just over one mile of dual carriageway, connecting two new roundabouts, which will provide accesses into the new community. Phase Two will extend the route to a new junction on the A120, providing quick and easy access from the Garden Community.
Linking the A120 and A133 will enable people to access the A120 and A12 more easily, reducing the need to travel directly into Colchester and helping to manage congestion on local roads and also help to unlock land to provide housing, business and leisure space.
Solution
Blue Phoenix provided 43,500 tonnes of Reborn Aggregates Type 1 IBAA for the A1331 Link Road project, extemely cost-effective aggregates compared to primary aggregates. through our coperation with Energy-from-Waste facilities in the UK and through advanced separation technologies, we extract metals and refine mineral fractions to produce reliant, high-quality construction materials trusted by local authorities and industry partners across the region. The Reborn Aggregates fractions recovered during IBA processing are transformed into IBA Aggregates (IBAA), certified and quality-tested materials used across the UK in various applications. These material sourced from our Tilbury facility, saving 52,200 tonnes of primary resources and saving 158,228 kg more than 42% CO2 emissions saved compared to using primary aggregates.
Reborn Aggregates
Reborn Aggregates is an extremely cost-effective material compared to primary aggregates and is regularly tested to ensure our products meet the requirements outlined in the Specification for Highway Works (SHW) and relevant European standards (EN 13242, 13285, 13043 and 12620). We have supplied Reborn Aggregates from IBA to more than a thousand road construction and infrastructure projects across the UK. The use of Reborn Aggregates Type 1 in this project diverted substantial household waste from landfills and significantly reduced the project’s carbon footprint. The road bears the same weight, the sub-base performs just as reliably, the construction platform holds firm beneath the surface. What changes is the story underneath: construction that doesn't extract but brings back materials already used.
